Not just Avionics, but that is a total in-flight simulator. The additional cockpit was able to comtrol the entire airplane during flight, and the extra fins were there to help make the host airplane behave like the airframe that was being tested.
It's on display at the R&D gallery at the NMUSAF. I walked under it several times yesterday while I was volunteering there.
